The launch was part of OCTO's plan to democratize data and provide an open, participatory government wherein citizens could access government data and hold the government accountable for its operations.

Commenting on the launch of the sites, the Chief Technology Officer (CTO)7 of the District of Columbia, Vivek Kundra (Kundra), said, "We are driving transparency by practicing government in the public square. With our new procurement sites, we are opening a window on district procurement and inviting the public to examine and comment on the ways we spend taxpayer dollars."8

Washington DC, the capital of USA, is formally called The District of Columbia (DC). The Federal District has 86 government agencies with about 38,000 employees working in them. In the late 1990s, DC faced difficulties in maintaining complex information systems in its agencies and this in turn, affected its services.

As e-governance provided greater efficiency, accuracy, and reliability in services, the DC government planned to incorporate technology in every aspect of its operations. The aim of the government was to use technology to meet the needs of residents without requiring them to understand the organizational structure of the government or its agencies.

The government planned to incorporate technology in all its operations in order to develop a user friendly e-government infrastructure and to provide public safety and educational and economic growth opportunities for the residents, businesses, and visitors in the district...

In May 2007, Adrain M.Fenty, Mayor of DC, appointed Vivek Kundra as the CTO of DC. In January 1999, the DC government established OCTO to develop information technology (IT) and telecommunications systems in the District.
